Proficiency Evaluation

Thank you for your interest in pursuing a Proficiency Certification with Eastern Kentucky University's College of Education (COE). We hope to provide you with a clear roadmap to successful admission into the program.

Under 16 KAR 5:030 Proficiency Evaluation, Eastern Kentucky University (EKU) will evaluate and accept for competency for teacher certification purposes for any of the specific curriculum requirements when the teacher candidate can demonstrate proficiency by reason of previous education, unusual experience, or proficiency examination at a level comparable to the usual requirements in that curriculum area.

The Proficiency Evaluation Process has Three Phases:

The Candidate Inquiry, the COE Review Process, and the Admission Decision. During these three phases you will be asked to provide information and supporting documentation for the Proficiency Evaluation.

The Candidate Inquiry

The Candidate Inquiry phase is a time for you to explore the feasibility of pursuing this alternative certification route. You may initiate a request for a Proficiency Evaluation by completing the appropriate request form listed below and submitting the required materials and fee. 

Submission of the appropriate form with all required documentation will complete the Candidate Inquiry and a trigger for an approval decision will occur. Approved Candidates progress to the Review process.

NOTE: Submission of the request form and payment of the non-refundable fee do not guarantee approval either to begin the proficiency review process or, upon review of the Proficiency Evaluation Committee, approval for admission to a professional education program via a proficiency route.

The COE Review Process

The COE Review Process focuses on creating all the documentation required for you to successfully fulfill the requirements of the Proficiency Evaluation, in conformance with state statute 16 KAR 5:030. You will be assigned an advisor to help you navigate the requirements, each of which is set out in Section VI of the Proficiency Review Process document. You will also need to complete the Proficiency Evaluation Candidate Matrix to include as part of your portfolio.  Submission of the Route Acceptance Form with your completed Portfolio will lead to the final phase.

The Admission Decision

The Admission Decision will consist of a review of all the documentation you have submitted and an interview with the Proficiency Evaluation Committee. After the interview, the Committee will recommend to admit or not admit you to a proficiency route program. An Educator Learn Plan (ELP) outlining all necessary requirements for program completion will be created and, if approved, sent to you for acceptance. If accepted, the Recommendation and ELP will be sent to the Dean for final approval. Upon approval, a letter may be issued stating you are eligible for employment.
